Is there a way to encrypt a winzip file, the command line util is not allowed / available here.

Using WinZip has an option to encrypt when adding to the Zip file.
From their version 9 SR-1, dialog wndow to Add:
From the first field with the file name, press Tab 5x to get to the encrypt field.
Press "Spacebar" to place a checkmark to encrypt.
You may also want to consider using a password to open the Zip file.
