I did'nt find anything in search results about that:
If assigning the hot key Ctrl + Q , I get it
But nothing If assigning F12
I suppose there is a thoroughly simple explanation

F12 is reserved by the system debugger. As it is already in use you cannot reassign it.

Because it is possible to turn off the system debugger, not all systems may have it, some people might remap system keys .....
Many of the F keys are already in use - e.g. F1 does windows help and help in most other apps, F5 is refresh etc.
It is not really practicable for us to determine whether they are in use or not by other processes. So all are offered for use. It's up to you how you use your keyboard.
