Huh, philosophical 
You don't want to create a file -> you only want to record keystrokes in a script which is a file -> but it's not you who creates that file which is a script which should contain the recorded keystrokes you've made -> it's MSched which creates a script which isn't a file -> ... OooKaay.

"__debug.dbg" is a temp file that holds the contents of your current script until it is saved with a formal script name.
There may be a problem that the file "__debug.dbg" is locked. Try closing Macro Scheduler, go to folder where Macro Scheduler program is located. Look for "__debug.dbg" and rename it. Start Macro Scheduler and try again.
HINT: If your system crashes before you can save your work in a script, you can frequently come back and open this file in an editor, paste it into your Macro Scheduler editor and save it under the correct name.

Oooooooooom to all of you in this moment. Are you feeling it ? 
Could it be that the file destination is write protected/restricted, so you try to create a file without the necessary permissions ?
I've sent a buddha-like... but I did not know he [Lumumba] was also using telepathy.
