Parse Csv and send certain columns to external app?

Is the following scenario possible with MS?

I would like to load a csv file with 'n' about of columns and 'n' amount of rows. I would then like to specificy which column goes to which textbox of an external application. Col1Row1 goes to textbox 1, then Col3Row1 goes to textbox2, then click submit. Then rinse and repeat with Row2.

Can MS take perform this task?
