comdef.ini file purpose?

I just noticed a file comdef.ini in version 11. See that it was also in versions 9 and 10, but I never noticed it. Can you provide a brief explanation of file format, purpose and used by? Can it be commented?

It provides the info needed by the code builders.

Translators would edit it to translate descriptions. Otherwise leave alone.
