I think such a utility would be very useful because it could be used without the restrictions imposed by some freeware solutions.
The Macro Scheduler GetPixelColor command returns the pixel color in decimal, so an option to pass in a decimal color may be a little more convenient for use with Macro Scheduler. The hex value may be more useful for use with some other tools.
By padding you mean it draws a border all around the image. A border width option would be handy. The other option is to call this utility multiple times until the border is wide enough for the font size.
Need to do anything special to be sure the outputBMP is the same color depth as the inputBMP?
Your utility should solve the problem of how to improve MODI accuracy in a very convenient manner.
Can the source be posted here in the forums?
