The Macro Scheduler service is only running when:
1. You have enabled "Keep Scheduling on Exit" under Tools/Options .. AND ..
2. Macro Scheduler is exited (not running).
While Macro Scheduler is running it itself schedules the macros. If the Scheduler Service is enabled, the Scheduler Service takes over when Macro Scheduler is exited. This is primarily to allow macros to be scheduled when Windows is logged out.
To reiterate - if the Scheduler Service is enabled under Tools/Options then it is started when Macro Scheduler is shut down. It stops when Macro Scheduler starts, and Macro Scheduler then takes over the scheduling.
Of course, when Windows is logged out GUI macros won't work since no desktop console is active. In this instance AutoLogon is required. So to run macros when Windows is logged out you need first enable the Scheduler Service, and second, enable AutoLogon for the macro.
