Can MS be compiled into an application?

Our application (a CAD package specifically for our abrasive waterjet machines) is based in Delphi.

We are investigating adding scripting support, to expose the existing functionality to our users so that they can script complex/repetitive actions.
(I know, that's what scripting is for!)

We haven't found a good scripting tool for this yet, and I was wondering if it is possible to use MS?
