If I HTTPRequest a page from a website that sets cookies, do I also get their cookie?

No. Only browsers manage cookies. HTTPRequest does only that - request a file via HTTP.

Try using SysInternals to find what is writing the cookie.
There are many utilities in the complete suite, but I suspect that FileMon is the one you will want to use.
This suite was originally developed as a third party of tools before it was acquired by Microsoft a few years ago. Original staff is still involved I believe.
I downloaded it many years ago from here, get the entire suite.
