format can be one of:

1: Full date/time UTC (ISO 8601)

2: Full date/time local with time zone offset

3: ISO week year and week number

4: ISO week year, week, and day-of-week (1-7)

5: ISO ordinal date (year + day of year)

6: Date only (UTC)

7: Time only (UTC)

8: Tme only, compact (no separators)

9: Full date/time UTC, compact (no separators)
