To make the computer shut down at a certain time, powerup at a certain time, and then run winamp?
Of course, Macro Scheduler can shut down a computer completely. However, once the computer is shut down, it won't be started automatically by any software solution, except BIOS. BTW, with a few programming tricks, Macro Scheduler can activate hibernation. Once it's in the hibernation state, I don't know how to wake it up programmatically.
The only way to schedule a power on would be to use an electronic mains timer.

The idea of using timer and remote switch by phone came across my mind. However, the challenge here is how to switch on the power supply unit of a computer.

I have not done this firsthand, but have been at sites where this technique was used. I offered it as possible technical possibility, but would need some more investigation it that is the selected solution.
Personally, having machineA scheduled to call in to start machineB sounds klutzy, even though I suggested the option. I doubt if I would do that myself, but I am used to brainstorming where all ideas are considered regardless of their initial merit. One idea frequently triggers another better one.
And I believe this can also be done across a network vs. a modem call, to send a signal to the NIC to wake up the machine?
